Due to the ongoing pandemic, the Procurement Department has streamlined business practices.

Delivery of bids, proposals, and new pre-qualification applications

To continue promoting good social distancing practices, the Department of Procurement is encouraging contractors to use a shipping carrier of their choice to deliver bids, proposals, and new pre-qualification packages. Contractors are responsible for tracking their packages for timely delivery.

Pre-qualification renewals

Harford County has extended all contractors’ pre-qualifications during Maryland’s State of Emergency. Unless there is a documented performance issue, suspension or debarment related to your company, all pre-qualifications will be extended to the 30th day after the State of Emergency is lifted by the Governor and the catastrophic health emergency is rescinded. This provision only applies to pre-qualifications that are expiring during the State of Emergency.

Board of Estimates

To comply with the Open Meetings Act, the Board of Estimates meetings will be conducted virtually.  Meetings can be accessed via the call-in number and access code for each upcoming meeting listed below. Any changes will be posted on this website, and conference access information will be updated on this website prior to each meeting.

Bid openings

In most cases, bids due at 1 p.m. Wednesday will be opened at 1:30 p.m. Thursday.                                                                              

To comply with the Open Meetings Act, bid openings will be conducted virtually on Thursdays at 1:30 p.m.

Special bid openings may be held as necessary and information will be provided in that bid specification.
